Board President
Chris was originally recruited to advocate for Bay Area First as the organization was facing public backlash in the effort to open their first property in North Bend Oregon. We lost that fight, but Chris never stopped advocating for our approach to recovery. We soon went on to open another property proving the resistance we faced was undeserved and unfounded. We have grown to demonstrate the merits of peer-based recovery community to address the problem our community faces with addiction. As a Presbyterian Pastor Chris used his social capital to advance our efforts. When he went on to become a prison Chaplain he was positioned to support reentry for inmates releasing to community across Southern Oregon. He studied curriculum development and intentional communities to attain a Doctor of Ministry degree in the application of a reentry focused curriculum called Threshold. Chris has been described as “a steadfast community leader in Coos County for decades, bringing together a deep commitment to faith, service, and social justice”. Currently, Chris serves as Board President of Bay Area First Step. He also continues to moderate the session at Myrtle Point Presbyterian Church, reflecting his enduring commitment to both community and faith-based leadership and also chairs the local chapter of Habitat for Humanity, advocating for affordable housing and helping to build pathways to homeownership for families in need.
Terry Edwards

Originally from Albany, Oregon, Terry earned a degree in Psychology from Azusa Pacific College and later completed a master’s in Counseling the Deaf from the Oregon College of Education. He began his career at Coos County Mental Health as a Case Development Specialist, working in the Developmental Disability Program and supporting individuals with intellectual and developmental challenges. After several years in the Salem area, he moved to Coos Bay with his girlfriend and future wife, Joyce, and joined his father in the family’s property management business, a career that spanned more than three decades. Known in the community as a go-to resource for housing, he served on various nonprofit boards before connecting with Bay Area First Step. Inspired by the organization’s mission and commitment to recovery, he joined the board and continues to support its work with pride.
Scott Davidson
Board Treasurer
Scott brings decades of leadership experience to Bay Area First Step as a founding board member and current Treasurer. With a 47-year career in banking and finance, including 31 years as Vice President and Wealth Advisor at Morgan Stanley, he offers valuable financial and strategic expertise. A graduate of the University of Puget Sound in Finance and the University of Washington’s Graduate School of Banking, Scott is also a person in long-term recovery. His personal journey and professional strengths inspired him to join the board, where he is passionate about giving back and strengthening the support systems that make lasting recovery possible.
Frank Hanson
Board Member
Frank has called Coos Bay home since he was just six months old and has built a life deeply rooted in the Southern Oregon community. Alongside his wife Sandy, he successfully owned and operated South Coast Office Supply for over 40 years. Now enjoying retirement, Frank remains actively involved in supporting the mission of Bay Area First Step. When he’s not lending his time and insight to BAFS projects, he’s likely chauffeuring his grandchildren to their next activity or cheering on his beloved Oregon Ducks.
Shirley MacAdam
Board Member
Shirley MacAdam is the newest board member of Bay Area First Step but has been a long time member of our Coos Bay/North Bend community for over twenty years. She had a long working career as one of the founding partners of HMW, CPA’s & Associates, LLC. Shirley retired as a CPA in January 2021. She remains active in her community as a board member of Bay Area First Step, Inc. and the Judith Ann Mogan Foundation. She currently serves on scholarship committees for the Zonta Club of the Coos Bay Area and supports the many good nonprofit causes in our community with her board involvement. Shirley believes in the hope for an improved quality of life for all families of the South Coast. She enjoys her free time with walking, cooking, music and the arts.

No matter what hat she's wearing on a given day, Jaime enjoys being part of a collaborative team that's committed to making a difference. Andrea is the Housing Director at Bay Area First Step, where she oversees the housing program and services, helping create supportive, recovery-focused environments that promote stability and growth. Andrea’s journey with BAFS began as a resident, and through dedication and passion for peer services, she progressed through multiple roles within the organization before becoming Director. Her personal and professional experiences drive her commitment to helping others succeed. Outside of work, Andrea is a plant fanatic who loves collecting exotic plants.

As Services and Outreach Director at Bay Area First Step, Paul oversees a team of peers providing research, harm reduction, prevention, and recovery support services. His passion for recovery work stems from personal experience as a former BAFS client in 2017, where peer support and recovery housing played a key role in his recovery journey. Those experiences inspired his commitment to giving back through service to others. Outside of work, he enjoys volunteering in the community, focusing on physical fitness, and spending time outdoors.

Kurt is the Treatment Director at Bay Area First Step, and manages the Outpatient SUD Treatment program, with a person-centered strength based approach to Behavioral Health services. Kurt has been with BAFS since 2015, as a participant first, who became a resident manager, worked in maintenance and went on to become a CRM. Being in recovery led to counseling certification and completing a bachelor of science degree program at Oregon State University. Kurt enjoys playing music, motorcycling, and a variety of outdoor activities after work.

Through BAFS and the local recovery community, she built a strong foundation for her recovery. In 2021, she joined BAFS as the Resource Director and now oversees the Peer Center of Excellence Program and Recovery Community Centers in Coos and Curry County. On down time she enjoys her family and nature.

Her goal is to bridge the gap between compliance and true recovery, helping clients turn a challenging life event into an opportunity for positive transformation. She recognizes the unique potential of each individual to grow, heal, and build lasting recovery. Outside of work, Susan enjoys cooking, fitness, and exploring nature.

Shanna is the Peer Supervisor for the Services & Outreach Department in bridging access to care & services, where she supports her team and director while helping connect individuals to recovery resources. She also works with Oregon Health & Science University on the PEER HEART Study, screening people with chronic methamphetamine use for signs of heart failure and connecting them to care when needed. Originally from Texas, Shanna brings lived experience with homelessness, addiction, and parole/probation, giving her deep compassion for those navigating recovery. Outside of work, she enjoys exploring Oregon outdoors with her partner and their dog, Harlow.

Rodney Case
Recovery Mentor
Rodney first came to Bay Area First Step as a participant in 2023 and now works as a Peer Mentor on the Housing Team, supporting participants in early recovery as they move through transitional housing and work toward employment, permanent housing, and continued sobriety. Today, he uses his own experiences to encourage and support others on their recovery journey. Outside of work, Rodney enjoys gardening, spending quality time with his family, and caring for his four cats and dog. His personal journey and compassion inspire him to help others believe in their own ability to grow and thrive.
Kristie Norris
Recovery Mentor
Kristie found recovery through Bay Area First Step in 2018 and has since dedicated her life to supporting others on their recovery journeys. After three years of peer support experience at another agency, she returned to Bay Area First Step in 2025 as a Housing Peer. Kristie is also a certified SUD counselor and full-time student at Southwestern Oregon Community College. She is passionate about using her lived experience to inspire hope, connection, and lasting change in the recovery community.
Laicee Eichler
Treatment Program Director
As the Treatment Program Director, Laicee focuses on program administration, quality assurance, compliance, and developing systems that support consistent, high-quality substance use disorder treatment. With a strong background in behavioral health and experience in Health IT, she brings both a clinical and systems perspective to the role, backed by an Associate of Applied Science degree. Laicee values trauma-informed, person-centered care and enjoys strengthening programs, improving processes, and supporting practices that help the team provide the best possible care to the people served. Having moved to Coos County in 2020, Laicee loves calling the Oregon Coast home. Kyla Bailey-Wilson

Kyla is an Oregon transplant who grew up in Olympia, Washington, before making Coos County her home in 2019. Since moving to the area, she has become an active and dedicated member of the community, volunteering with various organizations and agencies throughout Coos County and across Oregon. Kyla is passionate about supporting her community and helping make a positive impact in the lives of others. Outside of work and community involvement, she enjoys spending time with her family, getting creative through crafting, and making the most of the beautiful outdoors that Oregon has to offer.

Jim joined the BAFS team part-time in 2024, bringing with him years of valuable experience and a wealth of practical knowledge. Known for his fantastic personality, he is a positive and uplifting presence around the property. When he isn't hard at work, Jim loves going on adventures and values every moment spent with his family and friends.
Rachel Forn
Program Manager Curry
Rachel is the Curry County Program Manager for Bay Area First Step, bringing a background of healthcare and public safety to the team. She began her career as a Radiologist Assistant before serving as a Sheriff’s Deputy, experiences that equip her with strong crisis-management skills and a deep commitment to community care. In her management role, Rachel specializes in advocacy, actively getting participants connected to peer support and integrated into treatment. Having personally navigated trauma, she brings lived empathy to those facing hardship, helping participants discover their own strength to become overcomers. Outside of work, Rachel loves hiking, camping, and swimming up river with her immediate family, while remaining deeply rooted in her faith and praising God through all of life's seasons.
Troy Alvarado
Recovery Mentor
Troy is a treatment peer and is currently training to become a treatment counselor in Curry County. He is dedicated to helping others in recovery, being in recovery himself. In addition to supporting them in their personal growth. Troy is reminded often of the importance of staying empathetic and compassionate, he believes these two items are the keystones to working with addiction. "In helping others, we shall help ourselves, for whatever good we give out completes the circle and comes back to us." Flora Edwards. When not working, Troy enjoys playing guitar and tending to his bonsai, to him they are both great analogies to his recovery.
Ella Bowron

Ella will celebrate four years of recovery on June 19, 2026. She struggled with addiction for 20 years, including six years of heroin use. For nearly a year, she has worked at Bay Area First Step, where she has found deep purpose in supporting others on their recovery journeys. Helping people find hope and healing is one of the most meaningful parts of her work. Ella is Hoopa Indian and is proud of her Native American heritage. She enjoys volunteering within her elder community and is committed to walking the Red Road of recovery. In her free time, Ella enjoys reading, beading, and taking walks on the beach or through the woods with her dog, Rosey.

Becky is a Prime plus peer who does street outreach. She has been with BAFS since 2024, she loves doing this job because she remembers what it's like to have no one who understands you and she wants to show others that you can turn your life around. In 2020 she turned her life around and now enjoys going on little adventures.

Michaella is a recovery mentor working in outreach, where she helps individuals connect with essential resources and support on their recovery journey. Her passion for recovery comes from her own lived experience and the life it has given her, one she never thought possible. She is committed to giving back what was freely given to her. Outside of work, she enjoys spending time with her children and staying connected to her fellowship community.
Noah Levos
Resident Manager
Noah is a resident manager at one of the housing facilities where participants reside in a sober living environment. He supports them as they reintegrate into society and learn essential skills, like cooking, doing chores, and establishing an income, to lead successful, independent lives. Noah has two beautiful children and enjoys fishing, hiking, kayaking, and everything outdoors. He was also a participant himself, successfully going through the Bay Area First Step housing and treatment programs, graduating, and moving on to become the resident manager to support others in doing the same!
Ryan Johnson
Resident Manager
As a Housing Manager with Bay Area First Step, Ryan currently oversees one of BAFS's NARR-accredited recovery houses, supporting residents as they work toward stability and independence. His professional background includes extensive experience in reforestation, logging, wildland firefighting, and residential construction, providing a diverse foundation in leadership, operations, and hands-on problem-solving. Ryan's own life experiences have deeply shaped his commitment to this work. After facing homelessness and addiction, he received the support and opportunities provided by Bay Area First Step, which helped him rebuild his life and reconnect with his four children. Today, Ryan is proud to use his experience to help others move forward.
Scott Robinson
Recovery Mentor
Scott is a Prime+ peer dedicated to peer support and community outreach. Once labeled a criminal, addict, and scum, Scott knows the pain of brokenness firsthand. Through the grace of God, his life was radically transformed. Today, he uses his past as a testimony of redemption, compassionately encouraging others struggling with addiction and homelessness. Guided by 2 Corinthians 5:17, Scott strives to remind everyone that no one is beyond hope and transformation is possible.
Anne Mills

Anne Mills is a PRIME+ Peer Mentor with Bay Area First Step who brings both professional knowledge and the perspective of lived experience to her work. With 4½ years of sobriety, Anne understands firsthand that recovery is not simply about overcoming addiction, it is about rebuilding a life filled with hope, purpose, connection, and possibility. Anne holds a bachelor’s degree in psychology and a master’s degree in Applied Behavior Analysis. Her background includes behavioral health, supporting individuals with disabilities, and working with children and families. She is passionate about meeting people where they are, recognizing their strengths, and walking beside them as they discover their own path forward. Anne believes deeply in the power of second chances and that no one should have to navigate recovery alone.
Andrea Knudtson

As a Peer Recovery Mentor, Andrea guides participants through early recovery, helping them navigate new beginnings with warmth and encouragement. A CADC I, grounded in her own clean and sober life, she is passionate about creating an empathetic atmosphere that shows recovery is not only possible, but filled with hope and joy. Outside of work, Andrea loves helping others, exploring new nature spots, singing, finding stones along the beach, and continually learning new hobbies.

With eight years of sobriety, Ashton relocated to the West Coast and has truly found his place as a Recovery Mentor. Driven by a desire to break the generational curse of addiction in his family and demonstrate that recovery is possible, he brings a deep commitment to his role. No two days at the office are ever the same, and he thrives on the challenges that keep him on his toes. He believes in a holistic approach, music therapy, and laughing till it hurts. In his free time, Ashton finds peace in nature, whether he is down by the river or out skating.
James Strode

As a PRIME+ Peer Support Team Member at Bay Area First Step, James brings a unique perspective shaped by lived experience, resilience, and transformation. After spending 20 years struggling with substance use and serving five years in prison, he made the decision to change his life. James has now been in recovery for more than six years and is passionate about using his experiences to support and inspire others on their own journeys. Outside of work, he enjoys video gaming, which gives him an opportunity to relax, connect with others, and enjoy some friendly competition. He believes everyone has the ability to change and create a better future.

Sierra is a Prime+ Peer Support Specialist at Bay Area First Step, bringing lived experience, compassion, and a passion for helping others navigate their own recovery journeys. Sierra has been in recovery since October 30, 2022, and is grateful for the opportunity to use her experiences to support and encourage others. She believes in meeting people where they are, listening without judgment, and reminding others that change and recovery are possible.
